Persistent humidity compounds it from above by narrowing the temperature and dew-point window in which a coating will cure properly, which is why timing the application matters as much as selecting the product. Slabs in older construction frequently went down with no vapor retarder at all, and a garage or ground-floor slab in an area subject to tidal flooding may have been wet repeatedly.
